Unicode in FM+SGML 5.5.6

In FM+SGML 5.5.6, UTF-8 encoding is an encoding option. However, that option
appears to be applicable only for exporting XML.

Does anyone know whether it's possible (either out of the box or with an API
or some available post/pre-processing software) to create an SGML
import/export application that uses UTF-8 character encoding?
