The public identifier in the quoted error message is indeed erroneous.
This is an SGML error, not one specific to FrameMaker+SGML. A formal
public identifier begins with an owner identifier which is one of
1. An ISO publication number
2. A registered owner identifier in the form
+//owner-name
3. An unregistered owner identifier in the form
-//owner-name
Since there are very few registered owners, I suspect you are missing
the hyphen at the beginning of your FPI. If you really want to use the
ID without the hyphen, you can disable checking for the FPI syntax by
changing your SGML declaration to specify FORMAL NO.
