Setting aside questions of aesthetics and so forth, here's an AppleScript 
that will do the job (at least on non-structured documents). Change the 
"paratype" variable to the paragraph type you want to use to display your 
notice (the script kicks it to the top of the page, which creates a new 
page).

set paratype to "Body"

tell application "FrameMaker 7.0"
        tell document 1 -- "save" choked on active document for some 
reason
                set oldPR to (page rounding)
                set page rounding to delete empty
                save -- if the last page is blank, this deletes it
 
                if ((count body pages) mod 2 is 1) then
                        set newP to (make new paragraph at end of text 
flow 1 ¬
                                with properties {paragraph tag:paratype, 
start where:top of page})
                        set text of newP to "Page intentionally left 
blank, except for this sentence."
                end if
                set page rounding to oldPR
