Are "balanced columns" the same thing as feathering?

I've noticed a problem in Frame 6 -- when feathering is
on, you can't tell an anchored frame to position itself
at the bottom of the column. In this case, since I
didn't need feathering as much as I needed the frame
positioned properly, I just turned off feathering.

The boss is ordering FM7. [crossing fingers, hoping
this got fixed, not holding breath]
